I just bought a 84 d3b. There is a crack in the final drive. circular around the hub. Can this be welded or should it be replaced right away? Also you have to put the pedals right to the floor to turn. any advice would be appreciated.

If it were mine I'd replace the cracked piece. Parts, good used, should be plentiful enough to find a replacement. The cause of the breakage also needs to be investigated.
There are quite a few linkage pivot points that should be checked for wear than a round of adjustments made. If the problem still persists than it's going to take some investigation into worn brakes, steering clutches, steering clutch control valve etc.
Adjust the brakes up and see if it turns better.
You need to clean the clutch case top off and find the adjusters.
They are under oval covers, held on by two 3/8" bolts, neeed 9/16" wrench to adjust.
If everything is adjusted and working right a light toe pressure should steer the machine.
