If it is a 1969 D6 (10K series) it is supposed to have oil cooled steering clutches and brakes.

The 44A is a D6B and the back end should be dry so yes, you have sealing problems and there should be no lateral movement of the ring gear.

no play on ring gear side
but play is on final drive side
the book says that the final drive pinion comes out after the steering clutch is out
my question is, is the outer final drive pinion bearing replaceable with the final
drive still in place, eg through the steering clutch cavity

Sorry, no the outer drive pinion bearing resides in the final drive cover, only the inner bearing and pinion assembly less outer bearing will come out the steering clutch side.

The outer bearing is normally removed when the final drive case cover is off. The problem is access. There is nothing to prevent the bearing from being removed from the steering clutch side if you can get blind hole access to pull (and press) the bearing. Don't forget the dowel pin
