More Steering Clutch Questions

Ok, first off I managed to "pop" the clutch pacs off the shaft utilizing a 1/2" plate with slots for some grade 8, 5/8" bolts to slip thru, then I fashioned a, two at a time, spring compressor and managed to get the pacs apart. My question is the new clutch material. The steels have a film, almost looks like heavy oil, lathered all over them. Does this get wiped off or is it something nessesary for the betterment of "steering clutch world".

Thanks in advace

Should be clean, I took a extra step and lightly dusted mine in the sand blaster to cut the glazed finish.
