I tore into the governor lock and cleaned it. I found that the bushing on the shaft was worn so I bought replacement parts and am going to put them on. I'll let you know how it works.

You are 100 procent right Neil! Did that by our d2 with 20.000 original hours on the meter. Took it apart and put is back backwards so you have a fresh surface.
