I've tried to get more details (like pictures of the tags) numerous times. It's been listed for six months or more. Not sure what the deal is. Seems like he doesn't really want to sell.

I spotted this along the road the other day. Nobody was around so I need to get back that way again to check it out closer. Bad photo but any idea what it is? The other image is from your site. My best guess.
