Mike,
3F9272 is a water drain tube for the starting assembly. That bolt head on the solenoid lever is an adjustment on the end of the shaft that engages the starter solenoid at the same time as the gear to the starter.

i looked at that bolt and how it works with the engagement handle. I assume the gear b fully engaged (4 sure) to flywheel b4 the bendix kicks in.

Here are the pony starter operating instructions.....
3F9272 is a water drain line for the main engine when access to the normal drain plug gets blocked by the starter motor.
