The implement being pulled by the 28 is a "V" Ditcher.
Originally a horse drawn tool.
"we" had one that we used for pulling our irrigation ditches, used the 8n and later the NAA Fords,
Ours had a wooden staff that fit in a "rectangular U" that allowed you to stand up an put pressure on the blade, when moving you stood it upright and rode the forked tail. The wooden staff would be placed in another pocket so was in line with the upright and tail.

Versions were still used in the rice fields here in the Sacramento valley, some equipped with a wheel and hydraulic controls. Plowing with moldboard plow was a great help building levee's and cutting ditches.
